Central Committee

St. Mary’s County Central Committee Role/Mission:

The committee is a formal, elected board under the authority of the Maryland Democratic Central Committee  and, thus, the Maryland constitution. The committee's only formal role is to fill vacancies of certain offices due to death or resignation of elected officials, and to fill vacancies when no Democratic candidate has filed for nomination. The Central Committee also makes recommendations to the Governor to fill openings on the local County Board of Elections and, at times, recommendations for other state and county boards. The committee also acts as a sort of board of directors for the local democratic party operation. As such, the committee develops the local party platform, issue priorities and message. The committee also seeks to recruit candidates for election to local and state office. Finally, the committee is integral in organizing  GOTV and voter registration operations.


Dr. Kathleen O’Brien - Chairperson

Kathleen O. O’Brien, Ph.D., is CEO of Walden/Sierra, Inc. a premier behavioral health organization serving Southern Maryland. She earned her Bachelor’s and Master’s degrees from the University of Maryland, and her doctorate in Clinical Psychology from LaSalle University. Dr. O’Brien plays a prominent role in her community and throughout the State where she is a strong advocate for quality services for children and their families.  

She is a gubernatorial appointee on the State Behavioral Health Council, The Opiate Overdose Council, the Health and Human Services Referral Board and the State Victim Services Board.  She serves on the Maryland Executive Council of AARP. Dr. O’Brien is the President  of the MD Association of Addictive Disorders. (MADC). Additional local and state boards include the, Healthshare, Camp Maria Board, the Maryland Juvenile Justice Coalition, the Md. Network Against Domestic Violence, and the MD Coalition against Sexual Assault. She has also served as a member of the National Council on Accreditation, the Child Welfare League of America Steering Committee and a subcommittee of the White House Drug policy council.

Dr. O’Brien is the founding chairperson of the St. Mary’s Family Violence Coordinating Council. She petitioned the county to establish this Council after several Domestic violence deaths rocked the community.

Dr. O’Brien has been married to her husband Paul for 40 years and they are the proud parents of six highly accomplished young adult children.   She is also blessed with 5 beautiful Grandchildren!


Amanda Cross - Treasurer & Secretary

Amanda Cross is a lifelong resident of St. Mary’s County, Maryland. She has worked as a financial manager, consultant, accounting analyst and freelance graphic designer.  She earned her Bachelor’s degree in Corporate Communication from the University of Baltimore.  She is a passionate political activist, feminist, volunteer leader, and co-founder of St. Mary’s County for Hillary Clinton. She was most recently elected to serve as a delegate for 5th Congressional District, pledged to Hillary Clinton, at the Democratic National Convention. In her volunteer work she seeks to achieve equal political, economic, personal and social rights for women. She is also an active member of the Democratic Club of St. Mary’s County, the Southern Maryland Young Democrats and the American Legion Auxiliary Post #221. Amanda loves to spend her free time attending live music concerts with her musician husband, Scott. She and Scott just recently welcomed the birth of a newborn baby boy.
